The Preliminary Report of the European Digital Agenda Going Local for Turkey has been published on December 9, 2013 by Digital Turkey Platform which was supported by Türk Telekom. The report was prepared by TAGES where a team of 1 project leader and 6 experts in 7 Digital Agenda pillars analyzed the existing status of Turkey according to the Digital Agenda Scoreboard and 101 actions of the 7 pillars.
The Preliminary Report of the European Digital Agenda Going Local for Turkey has been published on December 9, 2013 by Digital Turkey Platform which was supported by Türk Telekom. The report was prepared by TAGES where a team of 1 project leader and 6 experts in 7 Digital Agenda pillars analyzed the existing status of Turkey according to the Digital Agenda Scoreboard and 101 actions of the 7 pillars.
The report is a preliminary study which takes a picture of the existing status emphasizing the Turkey’s position and the benefits of the European Digital Agenda for Turkey. The studies will continue as for creating a final report which will include detailed analyses and suggestions to lift up Turkey’s status in order to take a better position in Europe’s Digital Market.
In this respect, the expert team analyzed the Scoreboard and prioritized the targets and indicators according to the Turkey’s needs and proposed new indicators in order to better measure European Digital Agenda progress for all Europe’s benefit.
The Turkey’s priorities are stated as follows:
- 100% coverage of > 30 Mbps (2020) and 50% of households have subscriptions > 100 Mbps (2020)
- 50 % of population using e-government
- 75% of population Internet regular use and 50% of population buying online
- 33% of SMEs selling online
- 100% increase R&D in ICT public spending (2020)
It was found out that the current data were not sufficient and data were not provided in 6 indicators out of 13. Accordingly, the expert team will suggest the ways of collecting those data where new indicators were also suggested both for Europe and Turkey’s benefits which are listed below:
- The percentage of mobile internet use
- Measuring the income from the mobile applications
- The percentage of social media use
- The percentage of the companies exchanging e-Documents
- 100% of public and local governmental organizations providing e-Government services
- 100% contribution by country to the European Digital Agenda scoreboard
- The percentage of the public data adoption to the Open Data standards and guidelines
- The report mainly includes the expert views on 7 pillars with the following experts:

After the Preliminary Report, experts are going to work with stakeholders, will make research on available data and make analysis and then will come up with the suggestions for the possible actions to be taken for the benefit of the Turkish Digital Economy. In later studies, it is expected that the Turkey’s Digital Agenda will be set up and the progress will be able to be watched by the expert team and government too.
