scan2twin Kicks Off in Bonn

The scan2twin project officially started on 1 October 2026, bringing together a European consortium committed to making building renovation faster, more cost-effective, and more reliable. On 7–8 October 2026, project partners gathered in Bonn, Germany, for the project’s kick-off meeting, marking the beginning of a 40-month collaboration focused on digital technologies and pre-commercial procurement (PCP) to support Europe’s climate-neutrality ambitions. Representing TAGES, Erdem Gülgener, Vice Chairperson, and Eda Telli, Projects Expert, joined project partners and procurers from across Europe.

Making Building Renovation Smarter with scan2twin

Funded by the European Union under Horizon Europe, scan2twin aims to develop and validate cost-effective scanning services that can rapidly generate accurate Building Information Models (BIM) and Digital Twins of existing buildings.

Reliable information about existing buildings is essential for planning energy-efficient renovations. However, collecting accurate building data can be time-consuming and expensive, creating uncertainty, delays, and additional costs. scan2twin seeks to address these challenges through a Pre-Commercial Procurement (PCP) process by encouraging the development of innovative solutions that help cities plan and implement building renovations more efficiently, reduce investment risks, and accelerate progress towards climate neutrality.

TAGES supports the Buyers Group, and especially Istanbul Metropolitan Municipality throughout the procurement process and beyond, contributing to the preparation and implementation of procurement activities and providing ongoing support to ensure the effective uptake and use of the procured solutions.

Two Days of Collaboration and Knowledge Exchange in Bonn

The kick-off meeting provided an important opportunity for consortium partners to meet in person, introduce their organisations and expertise, and establish a shared understanding of the project’s objectives and implementation approach. The meeting also offered valuable insights into the work of the European Climate, Infrastructure and Environment Executive Agency (CINEA), its role in implementing EU programmes, and the broader context of the EU Missions. Particular attention was given to the Cities Mission, which supports European cities in their transition towards climate neutrality, and the Cities Mission Platform, which facilitates knowledge exchange, collaboration, and the uptake of innovative solutions by cities.

These discussions helped partners better understand how scan2twin can contribute to the wider European climate-neutrality agenda and how cooperation with the Cities Mission Platform can support the dissemination and replication of project results.

Over the two days, partners reviewed the work packages, discussed their respective responsibilities, and aligned on the activities ahead. These discussions laid the groundwork for coordinated implementation and effective collaboration throughout the project.

Meet the scan2twin Consortium

scan2twin brings together public authorities, research organisations, and innovation experts from across Europe:

  • EMPIRICA Gesellschaft für Kommunikations- und Technologieforschung mbH — Germany (Project Coordinator)

  • Stiftelsen NILU — Norway

  • Gemeente Eindhoven — The Netherlands

  • Stadt Nürnberg — Germany

  • Województwo Łódzkie — Poland

  • ENERGAIA – Agência de Energia do Sul da Área Metropolitana do Porto — Portugal

  • Mestna občina Velenje — Slovenia

  • Istanbul Metropolitan Municipality — Türkiye

  • Teknoloji Araştırma Geliştirme Endüstriyel Ürünler Bilişim Teknolojileri Sanayi ve Ticaret A.Ş. (TAGES) — Türkiye

  • Energy Efficiency in Industrial Processes (EEIP) ASBL — Belgium

Together, the consortium will work to advance innovative scanning and digital modelling services, support public procurement of research and development solutions, and strengthen the capacity of cities to scale up building renovation.

Looking Ahead: From Phase 0 to Innovative Solutions

With a duration of 40 months, scan2twin has now entered its implementation phase. The consortium has started work in Phase 0 of the PCP process, laying the foundations for the procurement activities and the development of solutions that respond to cities’ needs.

As the project progresses, scan2twin will work towards making reliable building data more accessible and enabling cities to make better-informed renovation decisions. Its results are expected to support more efficient planning, reduce uncertainty for investors and construction stakeholders, and contribute to Europe’s transition towards climate-neutral cities.

Stay tuned for updates as scan2twin moves forward and takes the next steps towards smarter, data-driven building renovation!
