The EU AI Act: Opportunities and Requirements for Turkish Entrepreneurs

Turkish entrepreneurs wishing to launch artificial intelligence (AI) products in the European Union (EU) will need to subject their products to a risk assessment to ensure compliance with the EU AI Act. Europe places great emphasis on the sovereignty of AI data, and the use of EU cloud infrastructure is particularly expected for AI products. Therefore, to be able to benefit from the EU’s artificial intelligence funds—which represent a significant opportunity for our Turkish entrepreneurs—and to carry out projects, it is essential first to understand the EU Artificial Intelligence Act, known as the AI Act. This is because all AI-related funds will be directed towards R&D and innovation projects aimed at developing products and services compliant with this legislation.

The AI Act is being established to improve the functioning of the EU market, promote the widespread adoption of human-centric and trustworthy artificial intelligence, provide a high level of protection for health, safety and fundamental rights (including democracy, the rule of law and environmental protection) against the harmful effects of AI systems, and support innovation.

The value created by artificial intelligence cannot be realised without the necessary rules, ethical values, regulations and laws. Thanks to the legislation established by a broad and transnational structure such as the EU, and the supporting legal frameworks, value-adding innovations can be brought to life.
Whilst R&D and innovation are carried out through Horizon Europe projects, their outcomes are implemented in Digital Europe projects. The European Digital Innovation Hubs, AI Factories and high-performance computers, in which Türkiye is also involved, are the infrastructure that our country’s entrepreneurs should apply to. Project opportunities where they can apply new AI technologies in their own fields, through testing and experimentation centres, represent a significant opportunity for entrepreneurs. There are ample funding opportunities for AI innovation across numerous sectors, ranging from healthcare to energy, the circular economy to biotechnology, the automotive industry to green buildings, border security to cybersecurity, robotics to dark factories, and bioenergy to smart and sustainable agriculture and food. I will address these opportunities in turn in my subsequent articles.
